Wilson & Company completed the Phase B: Detailed Evaluation of Alternatives report documenting the advancement of the project through the New Mexico Department of Transportation (NMDOT)’s Location Study Procedures Guidelines for the New Mexico State Highway (NM) 314, NM 45 & NM 317 intersection. The purpose of this study within the Pueblo of Isleta was to analyze a pre-screened range of options for improvements and develop a recommended option to take forward into the environmental documentation phase. With the selection of the alternative, the next step is Phase C: Environmental Documentation process, 30% Preliminary Engineering, and Right of Way acquisition.
The design and condition of the existing highways and intersection within the Pueblo is critical. Problems with the existing roadways included a lack of pedestrian and bicyclist accommodations, lack of turn lanes, and a confusing intersection configuration. In addition to the geometric challenges, the general condition of other roadway features is poor. There are inconsistent current design guidelines for minor arterial highways, lack of storm drain or other formal drainage system, and undefined access points.
Accordingly, the purpose of the NM 314 & NM 45 Improvements Project was to:
- Correct existing physical deficiencies, including drainage issues,
- Facilitate traffic flow and improve operations,
- Improve traffic safety conditions,
- Manage access to adjoining properties, and
- Provide visual enhancements along the project corridor.
